摘 要
我国自改革开放以，我国经济达到了世界前所未见的高速持续经济增长率，同时也历经了重大的经济转型。而自从加入世界贸易组以来，我国经济又更在国际层面上不断兴起，引起来国际上的广泛关注。近十年来我国出口总额年均增长率为35%，对外贸易年均增长率为25％。于此同时，告诉的经济增长也带来了更多的贸易摩擦，根据商务部的数据，自改革开放以来，中国已遭受到1000多起反倾销、反补贴及综合类案件调查，而其中250多起是由美国发起的。1984年美国制定政策不向“非市场经济”实行反补贴法，自那以后这一做法被视作司法惯例从未改变过。这也在另一层面上反映了中国经济的发展对美国经济市场产生了不小的冲击。
本文首先分析了美国对华钢铁反补贴措施的现状及典型案件，阐述了我国遭遇反补贴调查的特点，接着分析了美国对华钢铁反补贴的原因，之后阐述了钢铁反补贴对中国经济造成的影响以及中国的应对措施。加强了我国对美国对华钢铁行业的反补贴影响的重视，并做好及时的防范，同时也将给其他行业应付反补贴提供了一定的经验。

This paper firstly analyzes the American China Iron and steel of countervailing measures status and typical case, elaborated our country bitter experiencecounter-subsidy investigation characteristics, and then analyzes the American China Steel countervailing reason, elaborated after the steel countervailing to China economic impact and China’s countermeasures. To strengthen China’s iron and steel industry in China to the United States Countervailing effects on attention, and make timely prevention, but also will give other industry deal with the countervailing provides certain experience.
