【摘要】电力是一个国家的基础性行业，经济越发展，电力越重要，国家的发展，人民的生活都不开电力。随着2002年国家电力体制改革方案出台后，电力企业间的竞争越来越激烈，以前的工程项目质量管理体系已经不能完全适应市场的发展。二十一世纪是提高产品质量的世纪，各国都在努力寻找提高产品质量的有效途径，质量是电力建设工程项目的生命，因此，为了维护国家和社会各方面的利益，都必须严格地管理和控制好电力工程建设项目的质量。近年来城市建设的规模和经济的发展对配电网建设提出了较高的要求，为达到现代城市的发展需求，积极投资试点开展配电自动化网络，这对配电工程质量提出了更高的要求。
本文追溯了质量管理的发展历程，陈述了质量管理的基本理论，包括全面质量管理理论、工 509000质量管理体系、6Sigma管理法、目标管理理论、“5S”管理法、零缺陷理论；同时在了解配电工程的基础上，从配电工程质量管理的特性需求和影响因素两个方面分析，构建了配电工程质量保障体系；并以哈尔滨市电力公司配电工程为具体研究对象，在进行了质量管理现状分析后，构建了新的质量管理体系，确定了具体的指导思想和整体设计思路，确定了配电工程各相关岗位设置及其职责、设备的控制、主要材料质量控制和主要制度设计。本文的研究能为其他电网公司配电工程质量管理提供一定的参考和借鉴。

【Abstract】 Electricity is the basic industry to a country, which is essential to the country’s development and the lives of people. The more development economy is, the more critical power is. With the national power system reform plan in 2002, the competition is more and fiercer between the electric power enterprises. Previous project quality management system already cannot adapt to the development of the market. The 21S’ century is the century to improve product quality. The countries are trying to find the effective ways to improve the quality of products. Since the quality is the life of electrical construction projects, it is necessary to manage and control strictly the quality of power engineering construction projects for the national and social interests in every aspect. In recent years, high demands were advanced to the construction of power distribution networks due to the scale of urban construction and development of economy. Therefore, to meet the needs of modern urban development, and actively carry out investment in distribution automation pilot network,which a higher level of requirements was put forward to construction of distribution.
This paper traces the development course of quality management. This paper states the quality management of the basic theory, including the overall quality management theory, ISO9000 quality management system, six Sigma administration, target management theory, 5S administration, zero defect theory. On the .basis of understanding power distribution project,the paper analyzes the special needs and influence factors and constructs quality guarantee system of the power distribution project. Based on analyzing quality management situation in the distribution power project of Harbin Power Company, the paper constructs a new quality management system, determines the specific guidelines and overall design ideas. The paper determines the distribution power project related post settings and its responsibilities,equipment control, main material quality control and main system design. This research can provide a reference to other grid companies for the quality management of power distribution.
