地方政府发行地方债券是政府公债体系的重要组成部分，是由一个与中央政府债务即国债相对应的概念。它在分税制较为完善的国家经过了长期的实践检验，是一种规范的融资方式。由于地方政府公债主要用于地方基础设施建设，有着筹资灵活、期限较长、信用良好和筹资成本较低等优点，成为各国地方政府普遍使用的重要融资工具。

Abstract:
Issuing local bonds are an important part of the system of government bonds by a central government debt. After long time of practice, it is a regulated and mature system for the tax. Due to the specification of the mode of financing, it have characteristics of flexible fund-raising, longer-term, good credit and low cost, becoming the popular financial instrument among countries.
