摘 要
随着我国的经济体制改革，中央在财政、投资、流通、价格、外贸等方面向地方放权让利，使高度集中的、以中央指令为主的经济体制有了明显的弱化。税收减免权、财政留成权、项目审批权、外汇使用权等方面权利的逐步放开，为地方政府从更深的层次上干预地方经济提供了可能性及必要的方法和手段，使地方政府逐渐成为具有相对独立利益和决策权力的经济主体。但在地方政府对本地经济进行干预的过程中也出现了许多问题，如省域内经济差距扩大、社会发展与经济发展不协调、生态环境恶化以及贫富差距拉大等。这些问题影响了各区域以及国家整体宏观经济运行的效率，要求地方政府从更高更宏观的角度来重新审视和处理区域内的经济问题，从而研究省域内经济发展模式的问题便被提上了日程。陕西省是我国西北地区的社会经济、政治文化中心，在西北地区乃至全国具有重要地位，研究陕西省区域经济差距问题及其影响是非常有意义的，我们正是在这一背景下对陕西省区域经济发展差距及其协调发展途径进行研究的。
论文可能的新认识和新见解。第一，对省域经济发展特殊性有新的认识和理解；第二，对如何构建协调发展的政策和资金保障体系的理解和认识；第三，从发展目的出发把协调发展的理论运用到省域经济发展的研究上。

With the reform of economic system of our country, the central finance, investment, distribution, price, trade and so to local decentralization, highly concentrated, dominated by a central command economic system has the obvious weakening. In tax relief, financial left to right, the power to approve the project, foreign exchange, including the right to use the right of the gradually liberalized, provides the possibility and necessary of the methods and means for local governments from deeper levels of intervention in the local economy, so that local government is gradually becoming the economic entities with independent interests and decision-making power. But the local government to local economic intervention in the process also appeared many problems, such as, widening the economic gap, social development and economic development coordination, deterioration of the ecological environment and the gap between rich and poor is widening. These problems affected the regional and country’s overall macroeconomic operation efficiency, local governments require from taller macroscopical point of view to re-examine and deal with the economic problems of the region, and to study the provincial economic development model has been put on the agenda. Shaanxi Province is in the northwest of China social economic, political and cultural center, in the northwest region and even the whole country has an important position, the study of regional economic disparity in Shaanxi Province and its influence is very meaningful. We are under the background of regional economic development in Shaanxi province difference distance and ways of coordinated development research.
New ideas and new insights. First, to the particularity of the development of the provincial economy with new knowledge and understanding; second, on how to build the understanding and awareness of coordinated development policy and financial security system; third, from the purpose of the development of the apply theory of coordinated development to study on the provincial economic development.
