摘 要
随着世界经济结构的调整，全球产业中心开始从制造业向服务业转移，服务贸易也逐渐成为促进经济发展的主导力量，不仅成为影响各国经济发展的重要力量，也成为衡量一国国际竞争力的一项重要标准。宁波作为我国重要的港口城市，经济增长模式就要从粗放型向集约型的方向转变，必须大力发展服务贸易，提升服务产品的出口竞争力。本文首先分析了宁波服务贸易的发展现状及特点，并通过分析找到其在发展过程中存在的交易方式落后、专业化水平整体下降、服务贸易的立法体系不完善和服务贸易专业人才缺乏等四个方面的问题，进一步针对这些问题提出了完善贸易立法、加强服务贸易的宣传协调、制定科学的管理制度、加强人才培养等六个方面的解决方案，以便更好地促进宁波国际服务贸易的发展。

Abstract
With the world economic structure adjustment, the global industry, from manufacturing towards services, trade in services has become a leading force in promoting economic development, not only become an important force for economic development of countries, but also as a measure of a country’s international competitivenessan important criterion. Ningbo as an important port city in China, economic growth patterns is from extensive to intensive type of direction, we must vigorously develop trade in services, to enhance the export competitiveness of the service product. This paper first analyzes the status and characteristics of the Ningbo trade in services, and find its existence in the development process by analyzing transactions backward, professional level of the overall decline in the imperfect legislative system of trade in services and trade in services, lack of professionals in four issues, to further address these issues and improve the trade legislation to strengthen the publicity and coordination of trade in services, the development of a scientific management system, personnel training, and six of the solution, in order to better promote the development of Ningbo international Trade in Services.
