摘要
改革开放以来，我国经济取得了飞速的发展，人民生活水平有了很大的提高，但是区域之间、个人之间贫富差距越来越大，因此我们必须解决区域之间发展不平衡性，缩小地区之间差异，使全国人民共享改革发展的成果。欧盟利用结构基金根据各成员国的情况,对相当落后地区采用结构基金的援助政策,遵循“附加性”投资原则,拟定施援项目,对落后地区进行开发援助,在贸易分利中向相对欠发达地区进行倾斜，对欧盟落后地区及产业衰退地区的经济发展、就业与社会稳定都发挥了重要作用并取得巨大成效，因此我们需要借鉴欧盟的成功经验来解决我国发展不平衡的状况。欧盟结构基金政策对我国区域经济发展的几点政策启示是: 区域经济要坚持走协调发展之路；合理划分目标区域，不同区域加强合作；加强制度建设； 落后地区重点发展大城市；加大落后地区基础设施建设和人才开发。

ABSTEACT
Since the reform and opening up, China’s economy has achieved rapid development, people’s living standard has been greatly improved, but the area between, between the growing gap between rich and poor, so we must resolve regional unbalanced development between, between contractible area difference, enable all the people to share the fruits of reform and development. The EU structural fund utilization according to the circumstance of each member country, the relatively backward region using structural fund aid policy, follow the ” additional” investment principle, formulate rescue project, to backward area development assistance, in the trade benefit to relatively underdeveloped regions to tilt, European Union and industry decline in backward areas economic development, employment and social stability has played an important role and made great achievements, therefore we need to draw lessons from the successful experience to solve our country development not balanced condition. Policy of fund of European Union structure on regional economic development of China and some policy implications are: regional economy should insist to coordinate the road of development; the rational division of the target area, different regional cooperation; strengthen the system construction; backward area key development big city; increase the elimination of backward area infrastructure construction and talent development.
