【摘要】电力行业作为国民经济的基础产业，质量管理水平事关国民经济发展和人民生活大局。因此，我们在电网基建工程的质量管理上应积极采用科学的方法，研究和借鉴先进的管理经验。
本论文以110kV小董变增容扩建工程为例，介绍了电网基建工程的质量管理现状，并采用项目质量管理的理论对电网基建工程质量管理体系进行分析研究，找出了电网基建工程质量管理水平偏低的原因。笔者针对电网基建工程质量管理体系存在的不足，详细阐述了电网基建工程质量管理应保证按照全团队成员都参与的模式开展质量管理，项目质量管理的工作内容须贯穿项目全过程，项目的质量管理须强调对项目的所有活动和工作质量的管理，项目质量保证体系必须有效运作，项目质量影响因素必须有效控制，应正常开展项目质量审计工作等改进措施。
总之，以110kV小董变增容扩建工程为例的电网基建工程质量管理研究可以为电网建设、施工等单位提供一定的借鉴，进而提高电网建设项目的质量管理水平。

【Abstract】 With Electricity industry,as the basic industry of our national economy,its level of quality management is closely connected with the development of our national economy and living life of the people. Therefore,we should adapt to the scientific method on our quality management,study and learn some advanced managing experience.
This essay takes the 110 kV Xiaodong Project to demonstrate the present situationg of our electricity net′s quality management. With the theory of quality management,it also analyzes and studies the management system and find out the reason why our management level still stays in a low positon. To deeply absorb the shortcomings of the electricity net′s quality management,the author explains in details that,if we would like to have a high effect quality management,we should encourage all the staff to take part in this project. Furthermore,the real project quality management needs us to control all the activities of the project.
In conclusion,the 110kV Xiaodong Project will be a good example for our electricity net′s quality management research. It will improve our management level in the future.
