伴随着我国交通建设事业的快速发展以及交通基础设施的不断建设,我国的公路网络正经历着急剧的变化,相应地公路行业的信息化建设也在持续推进当中,但就目前的发展情况而言,公路行业的信息化管理水平与公众的需求相比还存在着较大的差距,这些差距主要表现在:无法实现对公路运行状态的监控,公路路政巡查能力有待提高,公路养护技术不能满足当前的需要,对公众提供信息服务的能力较弱等,上述问题已经成为了困扰我国公路路网建设与管理的突出问题之一。近年来针对这些问题国家交通部提出了明确的公路管理工作要求和对突发事件的应急处理方案,在这样的条件下,通过加大公路路网管理的信息化建设成为了响应国家要求的必需手段。
本课题在完全遵照我国公路路网管理的有关规章制度,结合计算机信息管理技术,对公路路网管理系统进行了设计与实现,目的是在借助先进的信息化手段,在提升公路路网的管理水平的同时,加大对公众的信息服务能力,实现对公路网络的标准化、完善化与精准化管理。本课题首先就系统开发需要的关键技术进行了介绍,包括开发工具、体系结构等;然后对公路路网管理进行了深入的调研,从功能与性能两个角度进行了需求分析;在此基础上,提出了本系统B/S三层体系结构的设计模式,并选择以JAVA语言和MSSQL SERVER 数据库为基础开发环境,借助AAA认证平台与GIS系统来实现;之后根据具体需求进行了系统的总体设计与详细设计,明确了系统业务流程、数据库结构及角色权限控制等;最后从各主要模块的角度出发,详解了各模块实现的流程及所使用的关键技术,在实现完成后,从功能、兼容、压力、安全等方面进行了系统测试,确保系统能够正常使用。本课题的研究,实现了公路路网管理系统,它对于实现公路路网各业务管理过程中的及时、高效地交互具有重要的积极作用,极大地提高了公路路网管理的效率和水平。
