摘 要
随着知识经济的到来及经济全球化进程的加快,特别是我国加入WTO组织以后,企业之间的竞争日益激烈,人力资源管理实践在打造行业竞争优势方面的决定性作用日益显现。高等学院提供的是一种公共服务型产品,也就是它的教学质量,不仅与该校的教学水平和学术水平有关,而且与该校的教学管理水平密切相关。360度反馈考评方法可以从学校领导者,同行教师、学生以及老师本人等多个角度对被考核的老师进行评价和分析,综合的评价管理可以得出更全面的结论,便于高校的教学管理。目标管理是一个全员参与的,以制定、实现和检测目标为全过程的管理方式。在高校教学管理工作中引入目标管理理论,可以明确教学管理方向,调动教师工作的积极性,充分利用教学资源,改进教学理念和教学方法,对加强和改进高校教学管理工作有很大的帮助。为此,本论文在高校教学管理工作环境下介绍了应用广泛的两个绩效评估体系——目标管理考评体系和360度反馈评价体系,并针对在高校教学目标管理环境下如何选择使用这两种评估体系做出了研究分析,通过分析得出哪种方法更适用于高校教学目标管理工作,进而提出合理化的建议,希望本论文的研究会对我国高校教学目标管理绩效评估起到一定的借鉴作用。

Abstract
With the advent of knowledge economy and the acceleration of the process of economic globalization, especially after China’s accession to the WTO organization, increasingly fierce competition among enterprises, the decisive role of human resource management practices to build competitive advantage is increasingly apparent.Institutions of higher education as a business, the quality of its teaching, not only with the school’s teaching standards and academic standards, and is closely related to teaching and school management level. 360 degree feedback evaluation methods to evaluate and analyze the multiple perspectives from school leaders, peer teachers, students and teachers I teacher assessment and comprehensive evaluation of management more comprehensive conclusions can be drawn to facilitate the universities’ teaching management. The goal of management is a full participation for the development, and testing objectives for the whole process of management style. Introduced in the work of teaching management in the theory of management by objectives, you can clear the direction of teaching management, mobilize the enthusiasm of the teachers’ work, make full use of teaching resources, and improve their teaching philosophy and teaching methods to strengthen and improve the teaching management in a great help. To this end, this paper describes the working environment of teaching management in two widely used performance evaluation system – management by objectives appraisal system and 360 degree feedback evaluation system for how to use both in the management environment of the university teaching objectives evaluation system to make research and analysis, obtained by analysis which method is more applicable to the management of university teaching objectives and puts forward recommendations for the rationalization of this research would be China’s university teaching management by objectives performance evaluation reference .
