我国作为一个发展中国家,在世界海洋运输领域具有重要的地位,特别是近年来,随着我国在世界经济地位的进一步提升,我国港口吞吐量有了明显的上升,但随着而来的海上运输交通事故也频频发生,所造成的人员和经济损失持续增加。也就是说,在海上运输船舶数量增加的同时,海上事故也在增加。为此,国家在当前技术与设备有限的条件下,在海上救援工作中投入了大量的资金和技术,使我国的海上救援工作取得了很大的进步。然而,海上救援工作的难度与危险性远比陆地救援更大,而且成本很高,同时受到自然条件影响,在船舶遇险信息不明、海域情况复杂的条件下,使得搜救工作不仅时间长、动用力量多,而且参与救助的自身危险性也很大。那么,为了保障海上搜救工作的安全稳定,借助信息化技术来实现并加强海上运输监管和预防事故是一项非常有意义的措施。
鉴于上述原因,本文主要工作在于研究、设计并实现了海上搜救实时预警监控系统,主要内容包括:
1)基本理论进行了研究,包括认证技术RADIUS的概念、组成和特点,以及开发技术的主要框架。
2)对实现海上搜救实时预警监控系统进行了可行性分析与需求分析,分别从技术、操作、经济及安全可行性方面进行分析,同时从功能需求、性能需求及安全需求方面进行了深入探讨
3)对无海上搜救实时预警监控系统的总体架构进行了明确,设计了系统的功能模块,并就系统实现所需要的业务流程、数据库、安全性等方面展开全面设计
4)在全面设计的基础上,对系统进行实现,主要包括对系统无线网的配置、视频采集与控制模块的实现、移动设备认证以及监控部署功能的实现,并针对完成的系统展开测试,测试结果能够满足海上搜救工作的需求。

As a developing country, China has an important place in the world maritime transport, in particular the recent years, with further enhance our country in the world economy status, China’s port throughput has been a visible rise in the sea but with the coming transport accidents occur frequently, the human and economic losses caused by the continued increase. In other words, at the same time increase the number of ships in maritime transport, maritime accidents are also increasing. Therefore, the state under the limited conditions of the current technology and equipment, investment in sea rescue work a lot of money and technology, China’s Maritime Rescue work has made great progress. However, the sea rescue work more difficult and dangerous than land-based rescue bigger, and the high cost, at the same time by the natural conditions, the vessel is in distress information is unknown, and complicated waters under the conditions, making the search and rescue work is not only a long time, the use of force and more involved in relief of their own risk is also great. So, in order to protect the security and stability of the maritime search and rescue work, with the help of information technology to implement and strengthen the maritime transport regulation and the prevention of accidents is a very meaningful measure.
For these reasons, the main work is to study, design and implement real-time early warning monitoring system for maritime search and rescue, the main contents include:
1) The basic theory has been studied, including the concept of authentication RADIUS, composition and characteristics, as well as the main framework of the development of technology.
2) to achieve real-time early warning monitoring system for maritime search and rescue, feasibility analysis and demand analysis, respectively, from the technical, operational, economic and security terms of feasibility analysis, in terms of functional requirements, performance requirements and security needs in-depth discussions
3) the general framework of non-real-time early warning monitoring system for maritime search and rescue clear design of the functional modules of the system, a full design and business processes to achieve the required system, database, security, etc.
4) on the basis of a comprehensive design, system implementation, including the wireless network configuration on the system, video capture and control modules, certification and monitoring the implementation of the deployment capabilities of mobile devices, and for the completion of the system to start testing, testing results can meet the needs of maritime search and rescue work.
