近年来,随着全球自然环境的不断改变,各地洪水灾害频发,对全球的经济和人类生活带来了巨大的影响和威胁。就我国很多地区而言,尽管都在积极采取各种措施应对在雨季的洪水带来的危害,但鉴于雨洪的难预测性和多影响性,防汛工作并非一帆风顺。如何加强防洪减灾的管理和工程建设,已经成为摆在我国很多地区面前的一个重要课题。在信息化快速发展的今天,利用计算机技术和网络技术,通过建设高效、可靠的适合雨洪利用及防灾管理的信息系统,能够为防汛决策提供有效的数据支持。
本文针对引滦入津工程中的雨洪利用和防灾减灾,结合于桥水库实际情况,对雨洪利用和防灾减灾系统的设计和开发进行了研究。首先在对引滦入津雨洪利用和防灾减灾的主要业务需求进行了全方位调研的基础上,深入完成了系统实现的经济、安全等方面的可行性分析,以及系统的功能需求和性能需求;之后从软件工程的角度出发,对该系统进行了总体设计,重点分析了雨洪利用和防灾减灾系统应具有的基本功能和框架结构,提出基于B/S三层体系结构的设计模式;然后根据设计框架对系统进行详细设计,主要包含有功能设计、数据流程设计、数据库结构设计(包含物理设计和逻辑设计)、安全性设计等方面的设计;在此基础上,采用JAVA语言,并充分结合Oracle数据库技术及PHP脚本语言,对雨洪利用与防灾减灾系统进行了具体实现,并重点分析了系统在各模块实现过程中所使用的关键开发技术;最后,针对该系统的具体实施,从组织机构设置和全过程培训入手,提出了强化实施的一些具体做法
通过本文的研究,提升了引滦入津很工程与信息技术结合的程度,实现了多个领域的交叉与交融,这对于拓展我国雨洪资源利用方式和防灾减灾体系具有积极的意义。

Abstract
In recent years, with the changing global natural environment, local flood disasters, the global economy and human life had a tremendous impact and threat. On many parts of China, despite various measures taken in response to active flooding during the rainy season harm, but given the unpredictability of rainwater and multi-impact resistance, flood control work has not been easy. How to strengthen the management and flood control construction, has been placed in front of many parts of China is an important topic. The rapid development of information technology today, using computer technology and network technology, through the construction of efficient and reliable for rainwater and disaster management information system, able to provide effective flood control decision support data.
In this paper, Luan River to Tianjin project in rainwater utilization and disaster prevention and mitigation, combined with the actual situation of the Yuqiao reservoir for rainwater utilization and disaster prevention and mitigation system design and development were studied. First in the Luan River to Tianjin rainwater utilization and disaster prevention and mitigation of major business needs a full investigation based on the complete system to achieve further economic, security and other aspects of feasibility analysis, and system functional requirements and performance demand; later from software engineering point of view, the overall design of the system, focusing on analysis of the rainwater utilization and disaster prevention and mitigation system should have the basic functions and frame structure is proposed based on B / S three-tier architecture design patterns ; then design framework for the detailed design of the system, the main function includes the design, data flow design, database design (including the physical design and logical design), design and other aspects of security design; On this basis, the use of JAVA language, and fully integrated with Oracle database technology, and PHP scripting language, and disaster prevention and reduction of rainwater utilization systems to achieve specific, and focused on analyzing the system in the module used in the process of developing key technologies; Finally, specific for the system implementation, from the organization to set up and start the whole process of training is proposed to strengthen the implementation of some of the specific practices
