摘 要
由于近年来我国机动车行业发展迅速，机动车保有量的高速增长是导致城市机动车污染加重的直接原因，全国机动车污染物排放总量持续攀升，因此，很有必要构建一套合理的机动车排气污染控制体系，揭示机动车排放特性以及由此形成的污染物的分布规律，有效地为中国机动车排气污染控制管理和决策服务。同时，对新构建的机动车排气污染控制体系的内容和方法作出客观的评价，引导我们正确的认识机动车排气污染对环境保护的重要性。

Abstract
Due to the rapid development of China’s motor vehicle industry in recent years, the rapid growth of vehicle population, led to the direct cause of urban motor vehicle pollution, increase the total amount of the national vehicle emissions continues to rise, so it is necessary to build a reasonable set of mobilevehicle exhaust pollution control system, reveals the motor vehicle emission characteristics and the distribution of the resulting pollutants, effective management and decision-making services for the Chinese motor vehicle exhaust pollution control. At the same time, an objective assessment of newly constructed motor vehicle exhaust pollution control system and method, lead us to a correct understanding of the importance of environmental protection of the motor vehicle exhaust pollution.
