论工业化进程中的农村生态治理
—以浙江省上虞市盖北镇为例
摘 要：我国农村工业化进入了快速增长的时期，尤其是近几年来，我国的农村工业化水平以每年一个百分点的速度快速的增长，高速的发展工业化对我国带来非常严重的环境问题与巨大环境压力。在农村工业化的进程中，地方政府和乡镇企业与农民的分别构变成工业化主体性的力量，同时也变成了地方的生态治理不可缺少的利益。在我国工业化的发展特殊时期，他们不同利益的诉求伴随着工业化的发展在不断的异化，并在不同博弈的主体间出现了不同变化，使地方的工业化进程中生态治理发生了困境。至于此，如何从实际出发去解决农村的工业化进程中出现的生态问题，是重中之重，处理好农村的工业化和生态治理间的关系，是全面建设小康社会的目标。

Abstract：Industrialization in China has entered a period of rapid growth, especially in recent years, China’s level of industrialization and rapid growth rate of one percentage point a year, and the rapid development of industrialization on the very serious environmental problem in China with the huge pressure on the environment. In the process of rural industrialization, local government and rural enterprises and farmers institutions to become industrialized the power of subjectivity, but also become indispensable to the interests of local ecological governance. Special period in the development of China’s industrialization, the demands of their different interests along with the development of industrialization in the continuing alienation, and different changes between the main body of the game, place the process of industrialization and ecological management of the dilemma. As for this, how to proceed from reality to solve the ecological problems in the process of rural industrialization is the most important, the relationship between rural industrialization and ecological governance is the goal of building a moderately prosperous society.
