摘 要
本次毕业设计“长安区航天综合办公楼施工组织设计及投标报价”包括了投标文件商务标的编制，施工组织设计的制作以及施工过程中所需资源的优化。依据陕西省工程造价编制依据———陕西省建设工程工程量清单计价规则、陕西省建筑装饰工程消耗量定额（2009年）、陕西省建筑装饰工程工程量清单计价费率（2009年）、陕西省材料信息价2015年第一期以及当代工程建设施工技术与管理方法，将理论与实际相结合，充分体现了现代绿色机械化施工、科学人性化管理的发展方向。
本工程的施工组织设计指导着施工过程中的每一个阶段施工，在编制本施工组织设计时主要包含了工程的总体部署、建设过程中的工期和质量的控制目标、施工过程中主要分部分项工程的施工工艺及方法、安全文明施工和保证工程顺利施工的项目部管理机构和劳动力组织的设置等，编制的施工组织设计。
本工程施工组织设计是在考虑了工程概况、建筑特点和具体的施工任务进行对施工全过程做出的指导性安排，确保本建筑工程的顺利进行，实现项目的经济效益。

Abstract
This graduate design “of Changan district space comprehensive office building pavilion bidding quotation, construction management, resource optimization”, including the tender documents preparation business target, construction organization design of the production in the process of the construction and optimization of the resources needed. The project construction organization design and construction process in each stage of construction, the construction organization design mainly includes the overall deployment project control and target, process and method of construction technology in construction period and quality of the part of the project, to ensure safe and civilized construction and the smooth construction of the project engineering department management agencies and labor organizations settings, construction design establishment.
Construction organization design is given to the general situation of the project,construction characteristics and specific construction tasks, using the whole process to guide the construction of arrangements, to ensure the construction of the smooth progress of the project, to achieve the economic benefits of the project.
