摘 要
招投标是在货物、工程和服务的采购行为中，招标人通过事先公布的采购和要求，吸引众多的投标人按照同等条件进行平等竞争，按照规定程序并组织技术、经济和法律等方面专家对众多的投标人进行综合评审，从中择优选定项目的中标人的行为过程。其实质是以较低的价格获得最优的货物、工程和服务。而施工组织设计是施工组织的核心和灵魂，是对工程建设项目全过程的构思和具体安排，指导施工项目活动的全过程、技术、经济和组织的综合性文件。做好部署的整体建设、施工准备工作，主要分项目施工方法、工程质量保证措施、施工现场管理措施等充分考虑，突出科学性、适用性和针对性是保证高质量、低成本、安全、文明、高速度完成工程建设任务的重要经济技术文献。
本设计主要包括以下内容：投标文件、工程清单报价、施工进度计划安排、施工方案、具体施工方案。确保质量安全、工期、文明的工地建设，对项目各部分的特点，结构特点，施工进度和质量要求，施工难度，编制一个切实可行的施工方案。

Abstract
