滦南县农田水利设施建设的完善与对策
农田水利设施对于农业生产条件的改善具有大中型水利设施所不能替代的直接作用，可以起到蓄水排涝和缓解旱情的作用，同时也为农业生产减少投资成本；而且大中型农田水利设施效益的发挥也离不开小型农田水利设施的配套。因此，小型农田水利设施建设在粮食安全和国民经济中的地位显得尤为重要。可是近几年来，小型农田水利设施越来越弱化，甚至已失去它应有的作用。
