论水利水电工程施工成本控制
目前水利水电工程施工经营市场竞争非常激烈，企业常常低价中标，这种现象以严重威胁施工企业的生存和发展。就水利水电工程施工而言，与一般土木建筑工程相比，其施工条件要困难得多，水利水电工程施工常在河流上进行，受水文、气象、地形、地质等因素影响很大，传统水利工程成本管理方法存在着诸多缺陷，如成本控制意识存在误区；工程成本控制依据的不完备；传统的水利水电工程成本控制仅从工程技术的角度去进行工程成本控制管理；成本控制理念落后，传统成本控制内容的重点是放在内部挖潜方面，忽视或轻视对外增收方面。应该从以下方面加强水电施工成本控制：完善成本管理责任体制，加强市场竞争意识，控制质量成本，控制技术成本，注重开源增收。

ABSTRACT
At present the market of the hydraulic engineering construction business is very competitive, so the hydraulic engineering construction enterprises often get construction projects by lower price.This phenomenon has endangered the survival and development of construction enterprises. But as far as the hydraulic engineering construction is concerned, the execution conditions must be much more difficult by comparing with the common civil construction project, the hydraulic engineering constructions often carry on the rivers. Hydrology, meteorology, topography, geology and other factors have a great impact on it.There are many defects in traditional hydraulic engineering cost control methods. such as cost control consciousness is erroneous.;the basis of Project cost control is incomplete; The traditional hydropower control cost only from technology perspective; traditional Cost control concept is backward the traditional cost control content pay attention to internal tapping, neglect or despise external income. We should strengthen hydropower construction cost control From the following aspects: consummating cost management responsibility system, strengthening the market competition consciousness, controling quality cost and technology cost, paying attention to external source income.
