摘 要
“十二五”时期是我国全面建成小康社会的关键时期，党的“十八大”为我们进一步描绘了全面小康社会的美好前景和宏伟蓝图，并对继续加快全面小康社会建设提出了新的要求。目前三江源地区全面小康社会建设总体进程怎样？“十二五”末期全省全面小康社会建设将会达到何种程度？如何进一步加快推进和如期实现全面小康社会建设的目标任务？都是当前至今后一个时期各级领导和社会各界高度重视和普遍关心的问题。
通过对三江源地区全面建设小康社会发展进程的监测，在综合评价三江源地区全面建设小康社会实现程度的基础上，分析了当前的难点和存在的问题，对“十二五”末期全省小康社会实现程度进行了预测，并提出了对策和建议。
