衢州市新农村建设中的人力资源开发问题研究

 

中国是一个农业大国,为了达到建设小康社会的宏伟目标,中国共产党第十六次全国代表大会提出了当前农村的发展任务是最重要、是最艰巨的。农民小康了才能实现全国人民的农村现代化和国家现代化。党中央明确指出,要以平衡城市和农村的经济和社会发展为目标,更加关注农村、关心农民、支持农业,把“三农”问题作为党的工作的首要任务,放在更突出的位置。在农村地区,人力资源是最活跃和最重要的生产要素,也是经济发展的主力军,推动社会进步,这就要求各级政府和社会作为一个整体有一个新的认识来提高农村人力资源利用。充分认识到农村人力资源开发对全面建设小康社会,建设现代农业,提高农村人生活水平的重要性位置。衢州市,虽然处于东部经济较为发达的地区,但是由于自身的地理环境和当地情况造成农业建设中的人力资源出现问题,主要表现在人口迅速增长,生态环境恶化。农产品大幅下降,竞争力薄弱,效益增长缓慢,农民收入和城乡居民收入差距不断扩大,已成为日益突出的问题。农民是现代农业和新农村建设的主体,本文探索了衢州市农村人力资源开发的现状和问题,并指出实施农村人力资源开发的发展模式和具体措施,具有重要的理论意义和促进衢州市农村经济发展的现实意义。

第一部分是绪论。对本文研究的意义、背景与国内外农村人力资源开发的现状作综合分析与评述,同时对论文研究的方法、基本构架及创新点作简要论述。

第二部分是基本理论。阐明农村人力资源开发的理论框架和系统的初步建立。提出国内外当前研究现状,并对当前国内的研究形势进行简要分析。

第三部分是实证分析。指出衢州市农村人力资源的现状,系统的分析,鉴定农村人力资源开发面临的问题,同时进一步研究,探讨论文的核心部分,即如何发展新农村建设中的人力资源建设。具体如下:衢州市农村人力资源现状,衢州市农村人力资源的质量;农村就业结构和发展趋势;区域分布在农村地区的人力资源;衢州市农村人力资源的流动性状况。第四章,探讨衢州在新农村建设中的农村人力资源开发的问题。探索衢州市农村人力资源开发和投资情况,人力资源建设所面临的问题:教育水平不够重视,数量和质量不扎实,训练水平低,医疗保险不完整。

第四部分为结论,指出衢州市农村人力资源建设的对策。从运营和人力资源开发的可行性,数量和质量的因素,衢州市的地位和人力资源开发控制,人口增长和健康发展农村教育改革和发展问题的角度,对人力资源建设的重要性做总结,农村发展重点应放在提高人力资源的建设的质量,即增加教育投资,普及义务教育,发展成人教育,建立职业教育和远程教育。

Fully aware of the rural human resources development of the comprehensive construction of a well-off society, the construction of modern agriculture, improve the rural people living level of importance position. Quzhou City, though in the more developed eastern region, but because of its geographical environment and the local situation caused by agriculture in the construction of human resources problems, mainly in the rapid growth of population, the deterioration of the ecological environment. Agricultural products to drop considerably, weak competitiveness, benefit growth is slow, the income of the farmers and the income gap between urban and rural residents continued to expand, has become increasingly prominent problem. The farmer is the modern agriculture and new rural construction subject, this article explores the exploitation of rural human resources in Quzhou the status quo and problems, and points out that the development of rural human resource development model and specific measures, has the important theory significance and promoting the development of rural economy in Quzhou city of practical significance.
