摘要
城市社区是社会经济发展到一定阶段的必然产物，城市社区自治是社会发展过程中，为实现城市社区品质的提升而采取的居民自我治理的方式。社区的安定团结关系着整个国家的稳定，社区的精神文明发展水平是整个社会发展的缩影。现在我国居民的民主法律意识明显提高，社区居民参与社区管理的积极性和水平都会有很大提高。业主委员会是体现社区居民自治的一个重要的自治组织，为社区居民进行自治管理提供一个科学合理的平台，但是现在业委会自治方面还存在的法律法规还不完善等问题，使之不能很好的发挥社区自治的功能，本文主张完善业委会制度，从他治到自治，培养社区居民的自治意识，加强职业化和专业化的社区工作者队伍建设，强化政府在城市社区自治中的推动作用，实现城市社区自治与社会控制的统一，追求善治和实现。

Abstract
City community is the social economy develops to a certain stage of the inevitable product, city community autonomy is the process of social development, for the realization of city community and enhance the quality of residents’ self governance by. Community stability and unity of the entire country’s stability, community spiritual civilization level of development is the development of the whole society in miniature. Now our country residents democratic legal consciousness rises apparently, community residents’ participation in community management initiative and level are improved greatly. Owners committee is the embodiment of community inhabitant autonomy is an important autonomous organizations, community residents were autonomous management to provide a scientific and reasonable platform, but now the industry autonomy there are laws and regulations are not perfect wait for a problem, so not very good play of community autonomy function, this paper advocates the perfect industry system, from his rule to self-government, foster community autonomy consciousness, strengthen the occupation and specialization of community worker team construction, strengthen the government in the city community autonomy in the role, implementation city community autonomy and social control of unity, the pursuit of good governance and realization.
