随着信息技术与互联网的快速发展，网络对公众的影响力不断增强。互联网以其便捷、高效的信息传播速度为人们带来便利的同时，也使负面信息的传播更为广泛。由于人们在互联网上可以高效地进行信息的交流与沟通，网络已经成为舆情多发地，只有政府对网络管制适当，才不会激发群体事件，才能促进社会的稳定。如何对网络进行有效的管制成为我国政府急需解决的问题，在新形势下，政府网络管制势在必行，但是我国政府在网络管制中存在一些问题，由于监管机构众多，责任不明确；网络管制立法的实用性有待提高；网络管理方式过于强硬，有失科学等问题影响了网络管理的效果。网络管理是一项事关全局的大事，需要全社会、各部门加强协调，共同努力，加强网络管制要与时俱进，不断创新管制方法。政府要意识到网络舆情管理的重要性，完善良网络管理的立法与方式，从思想源头上进行网络管理，努力形成正气上扬的舆论氛围，从而使网络真正成为社情民意的直通车，为和谐社会建设发挥应有的作用。
