关于住房社会保障问题——基于贵阳市的实证分析
摘要：
住房是每位社会成员生存和发展所必需，住房保障问题是每一个国家和政府都不可回避的课题。在城市化大发展的时代背景下，我国城市人口数量激增，与之相伴随的是城镇经济的快速发展和居民收入差距的日益拉大，房地产繁荣发展的背后是城镇中低收入群体无力购买、租住适当住房的无奈。为解决好这部分人群的住房问题，我国经过长时间的探索和改革，形成了一套较为完备的城镇住房保障政策。
本文在考察贵阳市住房保障政策发展历程与实施效果的基础上，分析了贵阳市城镇住房保障政策的相关概念和基本理论，结合我国住房保障政策实施过程中的实际效果，指出贵阳市政府在制定与实施住房保障政策中的不足与疏漏，提出相应对策，以求改进和完善贵阳市及全国的住房保障政策。

Guiyang City-based empirical analysis on housing, social security issues
Abstract
Access a basic house is necessary for personal survival and development, there isno country can evaded housing problem. As industrialization and urbanization trendof development, China’s urban population growth, is accompanied with rapideconomic development and urban income gap widening, behind the real estate boomis the low-income groups in cities and towns can not afford , rent adequate housinghelpless. To solve the housing problems of this part of the crowd, our governmentexploration and reform for a long period has formed a complete urban housingsecurity policy.
Examine the course of development and implementation of the effect of the Guiyang City housing security policy based on analysis of the relevant concepts and theories of the urban housing security policies of Guiyang City, the practical effect of the implementation process of China’s housing security policies, pointed out that the Guiyang Municipal Government in the formulation of and implementation of the deficiencies and omissions in the housing security policies, the proposed countermeasures, in order to improve and perfect the Guiyang city and the country’s housing security policy.
