摘要
新媒体时代，博客、微博是发布信息、引导舆论的一个重要阵地。自从2002年博客进入中国迄今为止的近九年时间里，博客在中国的发展可谓是如火如荼。近一年来微博的迅速发展壮大，更是将“人人随时随地是记者”的观念深入人心。曾有人乐观地认为，博客、微博的繁荣，代表着草根文化的崛起，意味着平民文化对精英文化的颠覆，平民有效地获得了自身的话语权，从而可以面对这个世界进行平等的对话。在当下博客大行其道，博客的新形式微博风生水起的时候，我们再对博客、微博进行一番审视会发现，平民从博客、微博中获得的话语权，顶多只是“话语权利”，而非“话语权力”。怎样使得平民通过博客、微博所传达的自己对公共事件的意见、看法，在公共领域中被广泛关注，从而形成社会舆论，推进社会的改革和发展，是我们需要期待解决的问题。本文以政务微博为例，探讨了微博在平民话语权中的作用，分析了其存在的问题和不足，并提出了相关的建议和对策，以帮助政务微博更好的发展，进而更好的保障我国平民的话语权。

On the discourse right of grassroots micro-blog era — Taking as an example the rise of micro-blog politics
Abstract
In new media era, blog, micro-blog is to release information, guiding the public opinion is an important position. Since 2002 the blog into Chinese so far nearly nine years, the development of blog in China is like a raging fire. In recent years the rapid development and expansion of micro-blog, is ” everyone whenever and wherever possible reporter ” idea to win support among the people. It has been optimistic, blog, micro-blog prosperity, represents the rise of grass-roots culture, means that the civilian culture elite culture of subversion, civilians effectively obtain their discourse right, to face the world equal dialogue. In the popular blog, we again on the blog, a survey of micro-blog will find, civilians from blog, micro-blog obtained in discourse, is at best a” right”, instead of” discourse power”. How to make the civilians through blogs, micro-blog conveys his opinions, views on public events, in the public domain, be paid close attention to extensively, leading to the formation of the public opinion, promoting the social reform and development, we need to look forward to solve the problem. Based on the E-government micro-blog as an example, discusses the micro-blog in civilian right of speech in the role, its analysis of existing problems and shortcomings, and put forward relevant suggestions and countermeasures, in order to help government micro-blog better development, promotes our country civilian right of speech in the better realization.
