特种行业治安管理措施研究
摘 要：特种行业治安管理一直是我国公安管理工作的重点和难点。特种行业不仅是各种违法犯罪人员易于藏匿和进行违法犯罪活动的场所，而且容易发生治安灾害事故，因此加强对特种行业治安管理措施的研究显得尤为重要。随着改革开放的不断深入，尤其是我国加入WTO及行政审批制度改革以来，特种行业治安管理无论在管理范围，还是行政管理法律法规以及治安管理模式上，都发生了深刻的变化。本文从特种行业的相关概念出发,介绍了特种行业治安管理的发展状况,并阐明了加强特种行业治安管理的必要性,然后，通过分析特种行业治安管理工作存在的问题，提出改进特种行业治安管理的措施，即要完善特种行业的治安管理法规、强化内部安全管理、改进公安机关的治安管理工作、充分发挥行业协会的管理作用。

The research of the measures for the special trade public security management
Abstract: Special trade public security management is the key point of China’s public security management. Special trade is not only a variety of criminals who are easy to hide and a place to carry out criminal activities, but also prone to security disasters, thus enhancing the study of the special trade public security management measures is particularly important. With the continuous deepening of reform and opening up, especially since China’s accession to the WTO and the reform of administrative affairs, the special trade management in terms of the scope of management, or administrative laws and regulations, and public security management mode, is undergoing profound changes. This paper is started from the basic concepts of the special trade. Then, it introduces the development Status of special trade public security management. At last, the measures of the improvement of special trade public security management is put forward by analyzing the problems in it. It is necessary to perfect the special trade public security management, to strengthen internal security management, the work of security management to improve the public security organs, and give full play to the management role of industry associations.
