我国城镇住房保障制度研究
摘 要
住房是一个人赖以生存的基本要素，享有适当的住房权属于基本人权。因此，保证公民实现“居者有其屋”成为各国行动中的一个基本准则。建立和完善住房保障制度关系到我国改革、发展与稳定的大局，、关系到人民群众能否安居乐业的切身利益，关系到住房市场化改革的顺利推进，关系到建立、住房新体制的进程，具有重大的经济和社会意义。建立完善的城镇住房保障制度，是对市场机制的必要补充，也是国家社会政策与社会保障制度的重要组成部分。为实现社会公平，政府必须采取有效措施帮助中低收入阶层解决住房问题。我国目前初步形成了现行的城镇住房保障制度，主要包括廉租房、经济适用房及住房公积金制度三个方面。现行的住房保障制度对解决中低收入家庭的住房问题起到了较大的作用，但是由于起步晚，发展慢，仍然很不成熟，存在着较多问题，使得住房保障没有发挥其应有的作用，在一定程度上甚至恶化子现存的住房难问题。尤其是在财政金融领域，没有相应的配套政策来促进住房保障制度的实施。而国外一些发达国家由于较早就开始实行住房保障制度，各方面机制相对比较健全，有很多值得我们学习和借鉴的地方。因此如何结合我国的实际情况，构建一个适合国情的相对完善的城镇住房保障体系，是当前急待解决的一个重大问题。

Research on Chinas urban housing security system
Housing is one of the basic survival factors, access to adequate housing right belongs to the basic human rights. Therefore, to ensure the citizens to realize” home ownership” has become a basic principle in action. Establish and improve housing guarantee system to our country reform, development and stable overall situation, matter to people to live and work in peace, the personal interest in relation to the housing market, the advance of reform, related to the establishment of the new system of housing, the process, with great economic and social significance. Establish and improve the urban housing security system, it is necessary to the market mechanism, but also the national social policy and an important part of social security system. In order to realize the social justice, the government must take effective measures to help low-income people to solve the housing problem. Our country is preliminary formed the urban housing security system, including low rent housing, affordable housing and housing accumulation fund system in three aspects. The current housing security system to solve the housing problems of low-income families has played a larger role, but because start late, progress is slow, is still not mature, there are more problems, the housing security did not play its due role, to a certain extent even worsen existing housing problem child. Especially in the financial field, there is no corresponding policies to promote the implementation of housing security system. While some foreign developed countries due to early implementation of housing security system, the system is relatively perfect, there are many worthy of our study and reference. So how to combine the actual conditions of our country, build a suitable conditions relative to improve the urban housing security system, is the current urgent need to solve a major problem.
