摘 要
黑龙江是一个资源型省份，其很多城市都拥有非常丰富的自然资源。这些城市在计划经济时期的发展是比较迅速的，是我国经济发展的重要依靠，不仅推动了东北地区的经济水平提升，也带动了社会的安定和进步。现如今，这些城市所拥有的资源已经被利用的差不多了，所剩无几，企业的发展陷入了困境，自然资源的减少导致生态严重失衡，地区经济水平正在日益下降。
目前，国家制定了振兴东北老工业基地的战略目标，为此，本论文首先研究了黑龙江省的资源城市的发展状况和出现的困境，对国内外同类城市的发展历程展开了分析和研究，学习其中的先进经验，提出要改变对资源的依赖，走集约、知识和生态的发展路线，实现此类城市的经济和社会发展与自然环境之间的平衡。
本文首先概述了研究原因和涵义，还有国内外学者对这个课题的研究成果；其次提出了资源类城市继续发展的问题，概述了相关的理论观点，从阶段性和周期性两个角度，阐述了资源类城市现在的发展情况，研究了其继续发展的有利条件和不利因素；针对上文中所提到的缺陷和发展情况，研究了解决方案和发展策略；最后，总结了整篇论文的中心思想。

Abstract
Heilongjiang province is the largest resources, also is our country resources city most provinces.The resource-based cities in heilongjiang province are mostly built in the planned economy period, the development, has made a significant contribution to the country’s construction, and make the regional economy, social development has made brilliant achievements.But at the moment, most of these cities to enter the mid-late resources exploitation, due to rely on natural resources, a hand, the enterprise economic deterioration of ecological environment, lead to these cities generally slow economic development, faced with the plight of the recession.
On the occasion of the revitalization of northeast old industrial base, based on the analysis of resource-based cities in heilongjiang province, on the basis of current situation and existing problems of the development of resource-based cities at home and abroad for reference, the experience and lessons, and put forward the implementation of intensive, better educated and ecological transformation, break the resource dependence on low level circulation, achieve the resources city of heilongjiang province coordinated economic, social and ecological environment of the road of sustainable development.
