摘 要
根据给定图纸完成基本合理的投标报价，其主要部分是土建部分的分部分项工程量清单与计价，措施项目清单与计价，其他项目清单与计价，规费、税金项目清单与计价，工程量计算，工程量计算按照《建设工程工程量清单计价规范》（GB50500-2008）中的计算规则计算，工程造价则是应用清单报价
本施工组织设计作为主导施工的依据，编制时对工程量进行了全面计算，围绕“一图三表”及其确定过程，对工程质量、劳动力组织、施工进度计划控制、机械设备及周转材料配备、主要分部分项工程施工方法、安全保证措施、文明施工、降低成本措施等诸多因素尽可能充分考虑，突出科学性及可行性。
编制时对项目管理机构设置、施工总体部署、施工准备、主要分部分项工程施工方法、工程质量保证措施、安全及文明施工措施、施工现场管理措施等诸多因素尽可能充分考虑，突出科学性、适用性及针对性，是确保优质、低耗、安全、文明、高速完成全部施工任务的重要经济技术文件。
