摘 要
近年来,我国房地产行业随着经济快速增长的大潮得到了高速发展,住房城市化正在很快实现,与此同时,住房制度改革相应地开始,住房建设标准也越来越高,执行也越来越严,这样大规模的城市建设在我国乃至世界上都是前所未有的,城市化住房管理能否适应这种情况对于城市管理者是全新的课题和挑战。
在计划经济时期,我们国家实行的是福利住房分配制度,那时候的社区服务管理也就是计划经济时期的模式,存在着人浮于事、效率低下的问题;经常存在卫生等服务管理不到位的情况。我国进行市场经济改革以后,居民住房实现了商品化,相应的社区管理也就走了市场化的道路,社区管理具有了经营性质,这就要求社区物业管理实现专业和现代化,能够和社会发展相适应,和外部环境保持动态平衡。房地产产业日益发展的同时,住房改革制度也在进一步深化,系统化的物业管理服务产业已经形成,并将长期存在和发展,那么他的健康可持续发展就成为重要的研究课题。但是目前很多物业管理服务企业都面临收费难的困境,这是物业管理者和业主们矛盾的焦点,主要原因就是双方在物业管理质量和收费标准上存在不同看法。
本文针对物业管理收费难的成因及其解决办法作了探讨,采用的研究理论包括经济学和管理学方面的内容,重点探讨了物业服务收费的原则和价格的确定要素,通过对国内物业企业服务水平的分析,提出了相应的解决对策。

As China’s economy advances rapidly , China’s real estate industry has been rapid development, the pace of city housing is more and more big, accompanied by the improvement of the housing reform and housing construction increasingly stringent requirements, such a hitherto unknown large-scale construction pattern, new problems and challenges come to city housing management work .In the early state of the era of the planned economy, welfare housing distribution is dominant, in which there is a community service management, management responsibility,it is hard to guarantee messy fuzzy safety issues , with the development of the planned economy, under the influence of market economy, commercial housing property market became dominant, managers must adapt to new requirements the economic environment poses a challenge to do business management effectively, keep the dynamic balance and adapt to the external environment, a new unified specialization, socialization and modernization of the property management system came into being. Because the real estate economic system gradually establish and follow the deepening reform of housing, property management as a service supply industry for a long time, the persistence of the problem has become a major issue for future research and current, but in the development process of property management services, property management fees has presented a difficult problem, in the management of quality and fees on the core of the conflict between owners and property management.
In this paper, the problem of the property management fees are analyzed. This paper uses the relevant theories of economics and management, on our property management service charges and property management services to determine the principle of price analysis, and starting from the present situation and problems of our country’s property management services,put forward the countermeasures and suggestions for property management services.
