国有控股企业人员绩效考核管理的问题及措施
摘 要
改革开放以来,伴随着逐步完善的社会主义市场经济体制,企业间竞争日趋激烈,已由最开始简单的产品竞争发展成为企业间核心能力的竞争。我国国有控股企业(以下简称国有企业)的优势已发生改变,面对新的竞争力,如何发挥现有优势,在市场环境下,提升自身的核心竞争力,在激烈的市场竞争中求得生存和发展,建立规范化的管理意识,强健科学管理水平的提高,已成为企业管理者必须面对的问题。在这种背景下,“绩效管理(Performance Management)”便被越来越多企业管理者所关注。通过绩效管理提高企业经营业绩、建立优秀员的工队伍、塑造企业管理者的核心竞争优势已成为各企业渴望达到的目标。针对我国国有企业绩效管理和绩效考核中存在的问题,笔者以TPY-XZ国有控股公司中层管理绩效考核体系的设计为主要研究目标 。 通过对绩效考核的相关理论方法的研究和分析,结合理论与实践,对TPY-XZ国有控股公司经理的现有绩效评价进行了系统全面的分析,并指出了在TPY-XZ国有持股公司绩效考核存在的问题,并提出了相应的对策,运用归纳分析的方法措施和建议。

ABSTRACT
Since the reform and opening, with the gradually perfect the system of socialist market economy, competition among enterprises, start from the most simple product competition become the core ability of competition between enterprises. Our country state-owned holding enterprises (hereinafter referred to as the state-owned enterprises) has the advantages of change, in the face of new competition, how to take advantage of existing, under the market environment, to improve its core competitiveness, in the fierce market competition seek survival and development, establish a standardized management consciousness, strengthen to raise the level of scientific management has become the enterprise managers have to face the problem. In this context, “Performance Management (Performance Management)” has been more and more attention by enterprise managers. Through the performance management to improve enterprise business performance, establishing excellent member of the engineering team, to build core competitive advantages of enterprise managers has become each enterprise desire to achieve. State-owned enterprises in China, the problems existing in the performance management and performance appraisal, the author in the middle management TPY – XZ state-owned holding company performance evaluation system design as the main research targets. Based on the research of the related theory and method of performance appraisal and analysis, combining theory and practice of the TPY – XZ state-owned holding company, the manager of the existing performance evaluation system of comprehensive analysis, and points out the TPY – XZ problems of state-owned holding company performance appraisal, and proposed the corresponding countermeasure, using the method of inductive analysis measures and Suggestions.
