企业间接性采购发展现状,存在的问题与对策
随着经济全球化,产品的生命周期缩短,市场的竞争加剧,再加上近年金融海啸的冲击下使得企业不得不采取整合并购的方式来增强竞争力。现代的企业面临着需求多样化和个性化的双重挑战。采购是构成企业竞争力的重要方面。因此采购这个职业不再是单纯的拿货币购买商品的行为,采购的作用也不再是讨价还价这么简单。企业中采购部门角色和定位的变化,传统的采购模式有很多不便之处。所以我们不得不研究新的采购管理模式,以适应新的条件下企业对采购管理的新要求来增强竞争力。
这里主要讨论的是在间接性采购管理中存在的几大问题,通过比较从成本管理、战略定位、制定采购长期目标,供应商评估等多方面提出常规间接性采购管理和战略采购管理的比较分析与对策。本文就目前间接性采购存在的问题提出了“战略合作伙伴”的概念来提高采购在企业中的地位,为了使选择供应商的过程尽可能公平透明,本论文提出了“网络竞标”的方式来明确客户需求,在公平竞争的条件下来达到最低成本控制。为了能够公平公正的平衡采购绩效,提出了运用有效的供应商KPI评估方法使其作为提高服务质量的一种手段。采用订单承诺机制对供应商进行奖惩制度,增强供应商的积极性。为了长期的战略分析采购人员应该制定一套长期的战略发展计划,提高战略决策。最终将采购定位于高级战略管理层来促进公司业绩增长,规避风险,降低总成本,提高服务质量。使采购发挥其在企业中的战略分析能力和有效控制成本提高利润的作用。

The Status,existing problems and countermeasures of service procurement
ABSTRACT
Along with economic globalization, shorter product life cycles, market competition, coupled with recent years, under the impact of the financial tsunami, allows businesses to integrate acquisitions have a way to enhance competitiveness. Procurement constitutes an important aspect of the competitiveness of enterprises. Therefore, placing increasing emphasis on supply chain management company today, purchasing this career is no longer simply take money to purchase commodities, the role of procurement is no longer a bargain that simple. Enterprises, purchasing department’s role and position changes, the traditional procurement model has a lot of inconvenience. So we have to look at the new procurement management models to adapt to the new business-to-procurement management under the new requirements to enhance competitiveness.
Mainly discussed here, is that in indirect procurement management exist in several major problems, by comparison from a cost management, strategic positioning, development of purchasing long-term goal, supplier evaluation and other aspects make conventional indirect procurement management and strategic procurement management comparative analysis of and countermeasures. This article is currently a problem in indirect procurement proposed a “strategic partnership” concept to improve the status of procurement in the enterprise, in order to make the selection process is still the supply of fair and transparent as possible, this paper presents an “Internet auction” approach to a clear customer demand, the conditions for fair competition down the minimum cost control. To be able to purchase a fair and equitable balance of performance, proposed the use of effective supplier KPI assessment methods to work as a means of improving service quality. Will eventually be targeted at high-level strategic management of procurement to promote growth for the company, to avoid risks, reduce overall costs, improve service quality. To purchase its role in the enterprise, strategic analysis capability and effective cost control to improve the role of profits.
