论和谐社会建设中政府职能的转变
本文的研究对象是转变政府职能，它是基于社会主义和谐社会的建设，以公平正义为切入点，对政府职能转变问题的基础研究。通过对政府职能的现状分析，一些政府职能的越位、缺位和错位，，明确政府管理中存在的问题，并在政府工作缺乏透明度，社会组织的发展还不完善，政府监管和缺乏问题，提出了加快在中国的政府职能政府职能转变。促进政府职能转变，必须以协调推进改革的一个基本方式，它必须以政府行政管理体制改革，经济体制和社会体制改革促进政府职能转变的改革。本文首先界定了和谐社会的内涵，对和谐社会的价值追求，公平正义作为切入点，研究在时代政府职能转变的基础上。对政府职能的现状分析，指出了政府管理越位，缺位、错位的问题，政府的工作缺乏透明度，社会组织不健全，政府监管的缺失，提出了在中国政府职能转变。
在此基础上，进一步论述了政府职能，建设服务型政府为方向的转变，经济调节，市场监管，社会管理，公共服务为目标，推动中国政府改革的过程中，进一步调整和完善的管理体系，建设服务型政府，与政府作用功能的重新定位，完善收入分配和社会保障措施。

Abstract:: in this paper, the research object is the change of government functions.It is built on the basis of the construction of a harmonious socialist society, through the understanding of the harmonious and socialist harmonious society, the value pursuit of the harmonious society: justice as the breakthrough point, to study the change of government function on the basis of the problem.Through the analysis of the status quo of government functions, the offside, absence and dislocation in the government management problems, and the lack of transparency in the work of the government, social organization development is imperfect, the lack of government regulatory functions and problems, put forward to speed up our country government function transformation of government functions. Promote the transformation of government function, must advance the reforms as the basic way to coordinate, which must be on the reform of administrative system, economic system reform and social system reform and promote the transformation of government function.This paper first defines the concept of harmonious society, with the value pursuit of a harmonious society, fairness and justice as the breakthrough point, studies the change of government function on the basis of time problem.Through analyzing the present situation of the government function, and points out that the government management in the offside, absence and dislocation, lack of transparency in the work of the government, social organization development is imperfect, the lack of government’s regulatory functions and problems, puts forward the measures to speed up our country government function change..On this basis, further discusses the transformation of government functions to build a service-oriented government as the direction, with economic adjustment, market supervision, social management and public service as the goal to promote the government institution reform process in our country, further adjusting and perfecting the administrative system, building a service-oriented government, the role of government functions and perfect the income distribution and social security measures.
