本文首先从行政程序涵义及特质入手，对行政程序的价值进行分析，并对我国行政程序的价值定位及行政程序价值理论基础和现实依据的分析引出现阶段我国行政程序的价值实现路径的具体实施方法。在现实国情影响下以及同时竭力地避免剧烈社会动荡的目标指引下,中国进行的与经济发展相适应的社会变革采取的是国家主导型模式。行政实体性行为和行政程序性行为的合理化,尤其是行政程序价值对于社会发展的重要价值,应为更多参与变革的研究者所关注。行政程序更应是行政权与公民权互动及协商合意的过程。关于行政程序内在价值的探讨，正在于弘扬人的主体性。在程序价值与理想结果发生不可避免的冲突时，程序价值也不应作为牺牲品。为了转变重实体而轻程序的现象,唤醒人们对程序价值的关注,本文以行政程序的价值分析为题目展开论述,通过四个部分的论述,全面介绍行政程序价值的相关理论,希望通过对行政程序的价值的全面分析,使人们逐渐转变思维,重视自己的程序性权利,把行政程序的工具价值与自身独立价值结合起来运用到具体的行政活动中。
