【摘要】建设和发展小城镇,是带动社会和经济发展的强大推动力。我国小城镇在快速发展的同时也存在一些问题,并严重制约着小城镇自身的发展。小城镇的合理发展是促进社会经济可持续发展的重要条件和保证，是加速中国城镇化进程的前提和基础。解决好小城镇发展中存在的问题，科学规划小城镇的建设、改进和完善小城镇管理水平、加强小城镇基础设施的建设、提高小城镇的生态环境、大力发展小城镇的保障制度等是行之有效的措施。

[Abstract]Construction and development of small towns is a strong driving force for social and economic development. There are some problems along with the rapid development of China’s small cities and towns, and severely it restricts the development of small towns. The rational development of small towns is an important condition and guarantee to the promotion of sustainable social and economic development. It is also the prerequisite and basis for accelerated urbanization process in China.
