北京地区房地产领域突发公共事件治理与政策制定研究
摘要
文章在国内外有关房地产领域突发公共事件的研究回顾的基础上,对当前房地产领域突发公共事件类型进行了归纳总结,认为在房地产领域的突发公共事件主要有拆迁方面的公共突发事件、工程建设方面的突发事件、销售方面的突发事件、物业管理方面的突发事件、城市规划方面的突发性公共事件,并且各具特点,之后,结合危机与危机管理理论、治理与多中心治理理论、多源流政策分析理论进行了简要的分析,结合北京地区房地产领域突发公共事件现行法规与公民参与现状,用房地产领域的一项拆迁案例进行多源流与多中心治理理论分析,认为将多中心治理理论融合到多源流理论中有利于政策制定的有效性、低成本与完整性。

ABASTRACT
The article Summarizes the current real estate field of public emergencies types in the review of public emergencies of the domestic and abroad.Believe that the estate field have such kinds of public emergencies:construction projects emergencies, sales incident emergencies, property management emergencies, urban planning emergencies and so on.They all have their own characteristics.Then analysis and combinate the theories of crisis,the crisis management theory, the governance theory and the multi-center governance theory.Combinate the regulations of Beijing real estate areas of public emergencies and the status of citizens participate in the public emergencies.make multi-
Origin and muliti-center governance analysis about a case related to urban plan in Beijing. In favor of the combination of the two theories when making policy,can get effectiveness cost and integrity.
