公务员晋升制度问题与对策探析
我国在制定和完善公务员制度的过程中,要以循序渐进的思维去制定和健全科学、合理的公务员制度,特别是晋升制度。我国现行的公务员管理制度在组织上为我国的现代化进程和经济建设提供了强有力的支撑,却还有没有完全适应的地方,需要相应的提高。自我国正式推行国家公务员制度以来,通过十几年的发展,基本上建立了具有我国特色的公务员制度,公务员管理程序正逐渐步入规范化、科学化、法制化的轨道,公务员制度的作用也日趋显著。然而,随着社会的深入发展,国家公务员晋升制度的一些问题逐渐显著,现行公务员的晋升制度还存在一些不足,这就需要我们发现这些问题,并适当提出相应的对策,以促进我国公务员晋升制度的健康有力发展。
Our country in formulating and perfecting the system of civil process, to step-by-step thinking to develop and perfect science, reasonable system of civil servants, especially the promotion system. China’s current management system of civil servants in the organization to the modern process of our country and economic construction provided strong support, but also have fully adapted to place, be improved. Since our country carried out the government functionary system since, through development of ten years, basically established with Chinese characteristics system of civil servants, civil servant management program is gradually standardized, scientific, the track of legal system, civil servant system is increasingly remarkable. However, with the social development, the national civil servants promotion system some problems gradually, the current civil servant promotion system also has some deficiencies, which requires us to find these problems, and put forward the corresponding countermeasures, in order to promote our country civil servants promotion system of strong and healthy development.
