资金短缺是中国的基础设施发展不足的直接原因，多元化的融资结构是一个基础产业发展的必然趋势。私人资本进入，在理论和实践的基础设施部门是可行的，也是必要的，对于缓解资金短缺的基础设施产业也具有重要的作用。提高投资效率，促进经济增长，加快改革势在必行。然而，由于存在市场准入和行政制度的障碍，私人资本进入的严重制约。从投资到融资渠道和监管制度，应制定措施以吸引和鼓励私人资本投资在基础设施领域，以解决民营资本进入的障碍。

Abstract:
The shortage of funds is the direct cause of China’s infrastructure development, diversified financing structure is an inevitable trend of development of infrastructure industries. Private capital into infrastructure sectors in the theory and practice is feasible, it is necessary to alleviate the shortage of funds infrastructure industries, has an important role to improve the efficiency of investment and promote economic growth, accelerate the reform. However, due to the existence of barriers to market access and administrative systems, the entry of private capital are severely constrained. To resolve the barriers to entry of private capital from the scope of investment, financing channels and the regulatory system should develop measures to attract and encourage private capital investment in infrastructure sectors.
The camps capital to participate in the initiative and the scale of investment in the infrastructure construction investment is growing, but its construction and management of investment projects current situation presents a mixed situation. Better return on investment of private capital and social benefits of a win-win, by analysis of the status quo of private capital investment in infrastructure construction, the relevant recommendations to strengthen its project construction management, hoping to help the sound development of the investment behavior.
