古人云:治国有道,惟在用人。伴随着基层社区服务系统的深刻变化,基层社区人力资源管理已经从物质服务向精神服务转变。“三分靠技术,七分靠管理”,尤其是人力资源管理,在基层组织的建设中显得越来越重要。在市场经济建设中,由于我国长期存在的官本位思想的残余和市场经济负面因素等各个方面的影响,社区基层组织尤其是党的基层组织存在着物质保障、思想作风和组织体制等各种问题影响基层社区组织和谐建设。因此,在探索基层社区组织建设的现状的时候,应当以基层社区党建实践为落脚点,通过点到面的方式进行探究,以此来发现其中的解决方式,我们也非常期待能够为这样的问题进行一些思路以及经验的借鉴。
