服务型政府，是在公民本位、社会本位理念的指导下，在整个社会民主秩序的框架下，通过法律程序，按照公民意志组建起来的以为公民服务为宗旨并承担着服务责任的政府，这也表明构建和谐社会需要建设服务型政府。在构建社会主义和谐社会与服务型政府建设的紧迫要求下，是迫切需要解决的重要理论问题和实践问题。
本文通过明确服务型政府建设的必要性，总结目前我国目前在服务型政府建设方面的经验，对我国建设地方性服务政府建设中所存在的问题进行了深入的分析，这些问题主要表现在：由于官本位意识的束缚，现代公共服务理念尚未真正形成；建设服务型政府的制度不完善；服务型政府理论不足；服务型政府构建出现政府冷公民热的现象以及考核制度的不完善等等几方面。面对这样的问题，笔者运用公共事业管理知识，认为应该深化行政体制改革，树立高效为民理念；建立并完善行政公开制度；认真落实科学发展观，牢固树立以人为本理念；培育公民主动参与，发挥“积极公民”作用；最后，还要树立起服务于公民，而不单单服务于顾客的思想理念。通过对该课题的研究，不仅仅在一定程度上丰富了该领域的理论知识，还能够从实际出发完善我国服务型政府的建设，其理论和现实意义都非常重大。
Service-oriented government, under the guidance of the citizen-based,the concept of social standard in the framework of the democratic orderof society as a whole, through the legal process, established in accordance with the Civil Will up that the citizen services for the purpose of and commitment to the service responsible government, which alsothat building a harmonious society need to build service-oriented government. Urgent requirement to build a harmonious socialist societyand service-oriented government construction, is the urgent need to address important theoretical issues and practical problems.
This article through clear service type government construction necessity, to summarize the current our country currently in service type government construction experience, for our country to construct the local service government construction in the existing problems were analyzed, these problems are mainly manifested in: the official standard consciousness manacle, modern public service concept has not really form; building a service-oriented government system is not perfect; service type government theory is insufficient; the service type government construction the government appears the phenomenon of heat and cold civil examination system is not perfect and so on several aspects. Faced with this problem, the author uses public management knowledge, think we should deepen the reform of the administrative system, the establishment of efficient for civilian concept; to establish and perfect the system of open administration; seriously implement the scientific outlook on development, firmly establish the people-oriented concept; the cultivation of citizen participation, to play a ” positive role of citizen”; finally, to establish a service in citizens, not only in customer service ideas. Through the study, not only to a certain extent the the field of theoretical knowledge, but also can from set out actually improve our service type government construction, its theoretical and practical significance are very important.
