论行政监督中的舆论监督

改革开放以来，我国经济和社会快速发展，取得了举世瞩目的成就，但同时也存在着许多的问题。我国正处在社会转型期和矛盾多发期，地区经济发展不平衡，贫富分化不断加剧，群体事件日益增多，官员腐败层出不穷，而行政权力的膨胀和异化是导致这一状况的重要原因。舆论监督作为一种重要的监督手段，在监督政府及其行政人员，制约行政权力，预防腐败方面发挥着重要的作用。行政法制监督是行政管理过程中的重要环节，是实现行政管理科
学化的重要途径。我国的行政法制监督不仅包括来自行政机关内部的监察机关、审计机关等的自我监督，也包括立法机关、司法机关、政党、社会团体、人民群众及社会舆论等对行政机关的外部监督。舆论监督是我国行政法制监督体系中的特殊组成部分，也是新闻媒体的一种特殊职能，更是宪法赋予人民言论自由的权力和参政议政的途径。
