根据当前社会转型时期治安管理工作的主要特点，针对这一时期治安管理工作面临的问题，提出了树立综合管理理念，理清治安管理思路，建立预警机制，进一步健全完善社会治安防控体系，加强和改进社会管理工作和准确把握社会心理和群众心态等基本对策。
