内 容 摘 要
我国《政府采购法》已经颁布并实施了8年之久，对规范和完善我国政府采购制度与实践起到了重要作用。而其中批量采购作为采购的一种重要方式，正在公共采购中被越来越广泛的应用，带动了我国从私人部门到公共部门的批量采购发展。批量采购所带来的成本节约和效率提高等方面的优势被许多企业及地方政府充分重视。尤其是世界金融危机后续影响仍未消除的大背景下，研究如何完善我国的政府采购制度便具有一定的实际意义。
本文主要完成了以下几项工作,首先在理论部分分析了政府采购的相关理论及其意义，然后在为给政策建议的提出指出方向，深入分析了我国目前批量政府采购的主要发展现状与存在的主要问题。最后，针对以上分析提出相关建议。
Abstract
China Government Procurement Law has been enacted and implemented for eight years, played an important role to standardize and improve China’s government procurement system and practice. Which is an important way of bulk purchases as procurement, public procurement more widely used, driven by our bulk purchases from the private sector to public sector development. Bulk purchases brought cost savings and efficiency advantages are many businesses and local governments full attention. Especially in the context of the follow-up to the world financial crisis impact have not been eliminated, how to improve China’s government procurement system will have some practical significance.
In this paper, the following work in the theoretical part of the analysis theory and its significance for government procurement, and then pointed out that the direction to the policy proposals put forward, in-depth analysis of major development status and the existence of the current batch of government procurement the main problem. Finally, suggestions for the above analysis.
