目前,随着我国人才强国战略的推动和实施,以及人才发展规划各项重大政策和重大人才工程的全面启动,用于指导行政组织人才工作的有效激励工作日益显示出必要性和紧迫性。然而,目前国内在人才强国战略方面的理论研究较为丰富,在人才强国战略实施效果评价、尤其是在行政组织内部实施有效激励的实践探索和理论研究不足,这阻碍着我国人才发展规划的有效贯彻落实,以及人才强国战略目标的全面实现。为此,本文从我国行政组织发展规划有效激励的现实需求出发,探讨对行政组织实施有效激励的现实意义,分析了对实施有效激励的基本构想,提出了对实施有效激励的着力点,并对如何形成监测评估的长效机制提出了相关看法,以期对推动我国人才强国战略管理实践、深化行政组织有效激励工作有所借鉴。
