我国海事调查制度的不足与完善
【摘要】 海事调查是维护海上航行安全以及防止或减轻海洋污染的重要手段，而不同国家之间又存在着不同的国情和制度的历史演进，所以各国实行的海上事故调查体制都有自身特色，我国的海事调查制度也是如此。但随着改革开放的不断深入，我国现行的海事调查制度越来越凸显其在实际操作上的“软肋”与不足，这与建立一个较高标准的水上安全运输环境是背道而驰的。本文分为四部分，第一部分对我国海事调查制度的进行了概述；第二部分我国海事调查的现状及原因分析，从我国海事调查制度的具体现状出发，分析具体原因；第三部分推进完善我国海事调查制度的策略，了解我国现行的海事调查制度，在深入分析现状及原因的基础上，完善我国海事调查制度的策略。第四部分得出结论。

On The Deficiency and Improvement of The System of China Maritime Accident Investigation and Process
Abstract：Marine safety investigation is to maintain the safety of maritime navigation and prevent or alleviate an important means of marine pollution, and between different countries there are different national circumstances and the historical evolution of the system, so the countries of maritime accident investigation system has its own characteristics, China’s maritimeThe survey system. With the continuous deepening of reform and opening up, China’s current maritime survey system increasingly highlighted its “Achilles heel” in the actual operation, which is contrary with the establishment of a higher standard of water safety transportation environment. The article is divided into four parts, the first part provides an overview of China’s maritime survey system; the second part of China’s maritime survey of the status quo and cause analysis, starting from the specific situation of China’s maritime survey system to analyze the specific reasons; the third part of advancing Perfection the strategy of the marine safety investigation system to understand China’s current maritime survey system, on the basis of in-depth analysis of the status quo and the reasons for, and improve the strategy of China’s maritime survey system. Part IV concluded.
