摘要
我国加入WTO和经济全球化的步伐加快之后,我国的国际工程项目不断的增多,但是面临复杂的国际形势和陌生的环境等等,使得整个项目的风险更大和更难以控制。同时因为我国进去国际化工程项目时间比较晚,经验比较少,风险意识非常薄弱,国内对国际项目风险管理研究和应用还不够多,这样的情况严重的阻碍我国国际化工程的项目风险管理的有效性,本文主要想在众多风险管理理论和风险管理技术的运用上能够总结和做一些创新,以便可以完善国内的风险管理理论,提高风险管理的意识,提高我们的国际项目的风险管理能力,增强企业的国际竞争力,使得我国的国际化项目能够更加的顺利开展,同时迎接更多的国际化项目。
本文结合在巴西CGUS项目实际风险管理的经验和一手的数据资料,深入的分析巴西CGUS项目实际实施中所遇到的问题和解决方案,为以后的国际通讯项目提供经验和依据。本文首先介绍了相关风险应对规划的相关理论,主要介绍分析了PMBOK项目风险管理理论、全面风险管理理论、系统工程中的风险管理理论、通过这些风险管理理论的分析研究,本文选取了层次分析法作为本文的主要研究方法,然后本文详细的分析了风险应对规划流程:风险识别、风险分析、风险应对规划。并对每个步骤所要运用的详细工具和技术做了理论分析。然后本文对GSM&UMTS SWAP项目的风险管理根据以上研究的内容进行了案例分析,首先分析GSM&UMTS SWAP项目的背景,然后按照本文提出的风险管理的步骤进行风险识别、风险分析、风险应对计划设计等等,最后本文对以上分析的结果进行了分析总结和建议,并对将来需要研究和可研究的方向进行了分析总结,希望可以为以后其他的国际通讯项目提供好的解决方案和经验。

ABSTRACT
After China’s accession to WTO and economic globalization, the number of China’s international project is increasing, but it is faced with the complex international situation and the unfamiliar environment, to make the entire project risk larger and more difficult to control. At the same time, the china go into international engineering projects relatively lately, with less experienced and weak risk awareness, and domestic research and application of international project risk management is not enough, this severely hampered the international engineering project risk management. In this paper, we want to summarize experience based on a number of risk management theory and risk management techniques and to do something innovative, so that it can improve the risk management theory, and raise awareness of risk management to improve risk management capabilities of our international projects, enhance the international competitiveness at the last, to make China’s international projects more smoothly, and to meet more international projects.
In this paper, we take the management experience project and first hand data information of CGUS in Brazil as Material. first of all ,it introduce the relevant theories of the plan to response to the risks, mainly introduced analysis of the PMBOK project risk management theory, a comprehensive risk management theory, the risk management theory of systems engineering. After analysis of risk management theory, it select the Analytic Hierarchy Process as a main research method, then a detailed analysis of the risk response planning process: risk identification, risk analysis, risk response planning. And do a theoretical analysis about the use of tools and techniques of each step. Then this article do case studies on the GSM&UMTS SWAP project risk management based on the contents of the above research, first of all analyze the GSM&UMTS SWAP project’s background, then it carried out risk identification, risk analysis, risk response to program design, etc in accordance with the proposed risk management of the steps. Finally, the results of the above analysis were analyzed and summarized and give some recommendations, and the need to study and research in the future direction were analyzed and summarized.
