摘 要
改革开放30年来,建筑行业的产值增长了20多倍,在国民经济中的比重逐渐提高,从最初1978年的3.8%增加到现在的7%;另外,我国一半以上的固定资产投资均是由建筑业形成新的生产力或者使用价值。由此可见我国工程施工企业正面临着前所未有的发展机遇,但是施工企业之间的竞争仍然很激烈,僧多粥少的局面仍没有改变。本文依据项目成本控制相关理论,从分析内蒙古百泰铁路建筑工程股份有限公司项目成本控制现状入手,对其成本控制绩效、设计阶段等方面存在的问题进行了分析,针对存在的问题,从设计、控制流程和管理制度以及绩效考核和激励机制方面提出了相应的优化设计方案和实施保障措施,从而使企业项目成本实现全员、全过程、全要素的管理和控制。

Abstract
30 years of reform and opening up, the construction industry output value increased by 20 times, the proportion in national economy is gradually increased, from the initial3.8% in 1978to 7% now; in addition, more than half of our country’s investment in fixed assets is by the construction industry to form new productivity or use value. This shows our country engineering construction enterprise is confronted with hitherto unknown development opportunity, but the construction of competition between enterprises is still intense, demand situation still did not change.This article according to the project cost control theory, from the analysis of the Inner Mongolia hundred Thai Railway Construction Engineering Limited by Share Ltd in project cost control present situation, the cost control of design stage performance, and other aspects of the existing problems are analyzed, aiming at the existing problems, from the design, process control and management system and performance appraisal and incentive mechanism are put forward optimization design and implementation of security measures, thus enabling enterprises to realize the full, the whole process of project cost management and control, total factor.
