普定县农地经营权抵押贷款实践及问题研究
主要摘要
作为贵州省第五轮农村改革试验试点县之一的普定县,积极探索“放活土地经营权”的有效模式,逐渐走出一条有序流转农村土地经营权、再用经营权抵押贷款融资、大力发展农业产业的改革路径,使“死地”变成了“活钱”,突破了农业经营主体融资难的问题,有效助推了全县的农业产业发展,并取得了明显成效。
本文从实现普定农地经营权抵押贷款工作有序和可持续的战略目标出发,首先介绍了本文的研究背景、意义、农村土地经营抵押贷款相关概念、国内外研究现状及水平综述、研究思路和创新点;其次在对普定县农村土地经营权抵押贷款制度设计及实施现状进行简要分析的基础上,重点分析了普定县农村土地经营权抵押贷款工作在制度设计和实施过程中存在的主要问题,并借鉴了国内农村土地经营权抵押贷款的先进经验及启示,最后研究并阐明了加快推进普定县农村土地经营权抵押贷款工作的对策建议,以期推进山地石漠化区域农村土地经营权市场发展,盘活欠发达地区巨量存量土地资源,为现代山地高效农业经营主体解决融资难的问题,为地方政府决策提供参考服务,服务于贵州省山地现代农业发展和精准扶贫,也服务于国家大扶贫的战略。

Abstract
As the fifth round in guizhou rural reform experiment puding county, one of the pioneer, actively explore an effective mode of “allowing flexibility to the land management”, gradually out of an orderly flow of rural land management rights, reoccupy rights mortgage financing, vigorously develop agricultural reform path, “death” turned into “work”, break through the agricultural management main body, the difficulty of financing, effectively boost the county agricultural industry development, and has achieved obvious results.
his article from the realization of some agricultural land management rights mortgage work orderly and the strategic goal of sustainable, first introduced in this paper, the research background, significance, the rural land management mortgage related concepts, research status at home and abroad and level review, research ideas and innovations; Second in puding county rural land mortgage system on the basis of the brief analysis of the present situation and problems of design and implementation, and analyses the puding county rural land management rights mortgage work in system design and implementation of the main problems existing in the process, and learning from the advanced experience of the domestic rural land mortgage and enlightenment, and illustrates the study finally accelerate the puding county rural land management rights mortgage work countermeasures, in order to promote the development of rural land market mountain rocky desertification area, how to vitalize inventory of underdeveloped regions in huge amount of land resources, for the modern mountain high efficient agricultural operators to solve the problem of financing difficulties, provide reference for decision-making of local government services, services in guizhou mountainous precision modern agricultural development and poverty alleviation, and serve the national poverty reduction strategy.
