对市场经济条件下政府职能转变的思考
摘 要
随着社会主义市场经济体制的建立和完善，它要求包括行政管理体制在内的整个上层建筑要与之相配套、相适应，要求政府职能结构随之调整与改变。这既是行政管理体制改革以及机构改革的核心问题，又是建立和完善社会主义市场经济体制的中心环节。在这样一个大背景下，许多新的社会团体应运而生，许多公民的思想也产生了变化，同时政治制度与经济体制都有了相应的完善。这些因素都在一定程度上促进了政府职能的转变。为了满足公民的需要、适应时代的新要求，政府在政治、经济、文化与社会各个方面都必须进行相应的转变，解决好党政不分、政企不分及政府工作效率不高等问题。从职能方式、职能中心与职能关系三个方面着手完成对政府职能的转变，以经济建设为中心，适应市场经济的发展与人民提出的新要求，并且按照新的价值取向转变政府职能，实现从“管制刑政府”向“服务型政府”、从“无限责任”向“有限责任”、从“行政管理”向“公共管理”、从“集权行政”向“分权行政”的转变，真正的建立起一个分权型政府、服务型政府。

Abstract
With the establishment and improvement of the socialist market economic system , which includes administrative system requirements , including the entire superstructure to a matching , adapt the structure of government functions required to be adjusted and changed. This is both administrative reform and institutional reform core issues , but also the central part of the establishment and improvement of the socialist market economic system . Under such a background , many new social groups emerged, many citizens also thought to produce a change in the political system and the economic system at the same time has a corresponding sound . These factors have contributed to a certain extent, the transformation of government functions . To meet the needs of citizens, adapt to the new requirements of the times , the government in the political , economic, cultural and social aspects of the individual must make the appropriate changes to solve regardless of party , witch hunt and government efficiency , not high . From a functional way , the functions of the center and the completion of the functional relationship of the three aspects of the transformation of government functions , taking economic construction as the center, to adapt to the new requirements of the market economy and the people made , and the transformation of government functions in accordance with the new values , from a ” Government control punishment ” to “service -oriented government ,” from ” unlimited liability ” to ” limited liability ” from the ” administration ” to ” public management ” from ” authoritarian administration ” to ” administrative decentralization ” changes , the real establish a decentralized government, service -oriented government.
