浅析我国养老保险体系的完善

摘要：养老保险主要是指国家依据相关法律法规规定，为了解决劳动者在达到国家规定的解除劳动义务的劳动年龄界限或因年老丧失劳动能力而退出劳动岗位后而建立的一种保障其基本生活的社会保险制度。主要是以社会保险为手段来保障老年人的基本生活要求，提供稳定可靠的生活来源。进入21世纪以来，中国经济迅猛发展，大大提升国家在国际上的地位，很大程度上改变国家形象，在社会现代化和建立与发展市场经济的过程中基本完成社会保障覆盖，将大部分老年人纳入社会保障体系，解决老年人经济保障的问题。但是在发展进程和不断完善的体系脚步的同时，中国社会特别是起步较晚的养老保险体系存在很多社会问题。我国的老龄化现象越来越明显，社会保障覆盖还不够全面，不同群体收入差异等社会问题的出现表明中国养老保险体系与经济水平的提高，城市化进程不断加快和中国基本国情密切相关。诸多有关社会养老保险问题的出现反映出我国的养老保险体系的不完善。从社会角度剖析我国养老保险的概念、内涵及其特点，总结养老保险体系对中国经济社会的作用，并对中国未来养老保险体系进行了探索，借鉴日本的养老保险制度的经验及发达国家保险制度发展较为稳定为例，提出适合我国社会主义发展的扩大养老保险的覆盖面，适当延长退休年龄政策政府和加强财政支付力度，缩小不同群体收入差异以及完善我国法律法规体系，建立健全养老保险制度等建议。

Abstract：Endowment insurance is mainly refers to according to the relevant state laws and regulations, in order to solve the laborer is in to terminate the labor obligations stipulated by the state of the labor age limit or lose labor ability for old and exit after labor jobs and build a guarantee the basic life of the social insurance system. Mainly based on social insurance as the means to protect the basic living requirements of the elderly, provide a reliable source of life. Since entering the 21st century, China’s rapid economic development, enhance country’s international status, to a large extent change the national image, the establishment and development of social modernization and market economy basically completed in the process of social security coverage, most of the elderly should be brought into the social security system, solve the problem of economic security in the elderly. But in the development process and improve the system of steps at the same time, the Chinese society, especially the endowment insurance system started late a lot of social problems. Aging phenomenon more and more obvious in our country, the social security coverage is not comprehensive enough, the emergence of the social problem of the difference of different income groups showed that endowment insurance system and the improvement of economy in China, with the accelerating urbanization process is closely related to China’s basic national conditions. Many appear reflects on the problem of social endowment insurance of endowment insurance system in our country is not perfect. From a social point of analyzing the concept, connotation and characteristics of endowment insurance in our country, summarizes the endowment insurance system of China’s economic and social effect, and explores the endowment insurance system for China in the future, using the experience of Japan’s old-age insurance system and insurance system more stable development in the developed countries, for example, put forward suitable for China’s socialist development expands endowment insurance coverage, extend the retirement age policy of the government and strengthen the financial payment, narrowing the difference of different income groups, and to perfect our legal system, establishing and perfecting the endowment insurance system.
